Do I need to bind the app in order to create a referral code?

Nope. This was created this way intentionally. Simply register, login and go to the subscription tab. Generating a referral code will require a transaction to save it to the contract. Following that, your code is available for you to distribute.

What are the fees?

At the time of writing this, the fee structure is as follows:

What is the Partner's discretion under discounts to customers?

A Partner and Premier Partner have the ability to offer a percentage of their fee back to the customer. The discount is deducted from the Partner or Premier Partner's fee. So if the fee is 10% and the Partner decides to offer 50% back to the customer of their 10%, then the Partner receives 5% and the customer receives a 5% discount.

We see this as an ability to provide referrers the ability for strategic utilization. Such as offering holiday discounts to their follower base. And because option durations stack atop one another, there is no less incentivization to buy it at the time of a larger discount than way until necessary to prevent the service being suspended.
